requirements of this specification (see 6.3). Examination and tests shall be those specified herein.
3.3 Initial production. When specified (see 6.2), the supplier shall furnish to the
Government one or more units (see 6.2) for inspection as specified in 4.4.
3.4 Material. Material shall be as specified herein. All material shall be new and unused. Material not specified shall be selected by the supplier as being compatible with the intended use in accordance with the engineering standards of the earthmoving and construction equipment industry, and as set forth in the publications of the American Society for Testing and Materials (ASTM), Society of Automotive Engineers including SAE Handbook (SAE), American Society of Agricultural Engineers (ASAE), and United States of America Standards Institute
(USA STD). Unless otherwise specified herein, rubber products furnished shall not exceed
8 calendar quarters in age from date of cure of the rubber to date of acceptance of the unit by the Government. Threaded parts shall be in accordance with SAE Standards and Handbook H28. Maximum practical use shall be made of interchangeable hardware and fastening devices and of
a minimum number of types and sizes of studs, bolts, screws, washers, nuts, and similar common
(standard) parts.
3.5 Stress limitations. The unit shall be constructed so that the maximum stress imposed on any structural component shall not exceed 60 percent of the yield point.
3.6 Safety. The safety characteristics of the unit shall meet the following requirements:
(a) Eliminate concealed danger created by the supplier's design. (b) Eliminate hazards to personnel and to property.
(c) Result in supplying material having a correct safety factor.
(d) Provide needed safety and protective devices or prominent warnings. Protective devices shall not impair the operating functions.
(e) Conform to all requirements of the ICC Motor Carrier Safety Regulations, parts 190 and 193, pertaining to large semitrailers, except for rear bumper, and as specified
herein.
(f) Conform to Code of Federal Regulations, Title 23, Chapter 2, Part 255, Federal
Motor Vehicle Safety Standards, except as specified herein. Theoretical calculations are acceptable in lieu of destructive testing.
For exposed components and systems which are subject to high temperatures, high pressures, electrically actuated, or inherently hazardous, the safety characteristics shall provide correct safe
guarding, enclosing, and insulating features. All moving parts which are of such nature or so
